Clue: it means: it is necessary
The CI PARTICLE in Italian has many functions and is used: 1) with LOCATIVE VALUE, 2) in certain EXPRESSIONS, 3) as a COMPLEMENT, 4) as a PRONOUN. For example in the sentence: 'ci vediamo domani' the particle CI is a reflexive pronoun. In the sentence: 'ci vuole un miracolo', CI is part of an expression. Again, in the sentence 'oggi ci telefona', CI is a complement while in the sentence 'non ci capisco niente' the particle CI is PLEONASTIC, that is, it is not necessary. Finally, in the sentence 'ci sono 10 libri', the particle CI means 'there' and replaces an adverb of place (LOCATIVE VALUE).
